Overview

The Wastewater Reclamation Authority (WRA) is governed by a Board of Representatives from each participating community who are appointed by their respective governing bodies. Each participating community is entitled to one representative on the Board plus one additional representative for each 25,000 population as shown by the most current U.S Census data.

Officers

The WRA Board elects officers for one year terms at the annual WRA Board meeting in January of every year. The officers of the Board consist of the Chair, the Vice Chair and the Secretary.

Powers

The WRA Board may exercise all of the powers granted by Chapters 28E and 28F of the Iowa Code for the purpose of jointly acquiring and constructing improvements to expand, extend and upgrade the WRA Conveyance and Wastewater Treatment System on behalf of the participating communities, to operate and maintain the WRA facilities and to jointly finance the acquisition and construction of improvements through the issuance of Bonds or other obligations as may be authorized for such purposes.

The WRA Board also has power to approve its own budget, contract for services and/or employ staff as it deems necessary, approve its own capital improvement program, define parameters and benchmarks for all services and enter into agreements, contracts or other arrangements for the financing of all improvements, including the issuance of Bonds.
